How WhatsApp Business pricing works

You pay for what you deliver, never for what a customer sends you. Inbound messages have always been free and stay free.

The price comes from two things: the country your recipient is in, and the category of the message. Meta publishes a separate rate card for marketing, utility and authentication, and prices service messages at the market's utility rate.

A template is a message Meta approves before you send it, and the only thing that can open a conversation or go out in bulk. Everything you send back inside a conversation the customer started is a service message.

What changes on 1 October 2026

Free-form replies you send inside the 24-hour customer service window become billable, after the first 1,000 delivered per business phone number per calendar month.

Utility templates sent inside that open window lose their exemption and are charged from the first message, with no allowance to absorb them.

The 24-hour window itself does not change. It still opens when a customer messages you and still governs when you may send free-form messages.

The five questions everyone asks

Isn't WhatsApp free?

The app on your phone is, and stays that way. What carries a price is the WhatsApp Business Platform, the official connection that a CRM, a helpdesk or an AI agent uses to send on your behalf. Meta charges it per delivered message, from a fraction of a cent to a few cents depending on the country. A per-message price is what stops automated sending from becoming spam, since software can push far more messages than a person ever would.

What is the difference between a template and a service message?

A template is a message Meta approves before you are allowed to send it. It is the only thing that can open a conversation with someone new or go out in bulk, and the two you plan for here are marketing and utility. Authentication is a third, used for one-time codes. A service message is an ordinary reply inside a conversation a customer already started: typed by an agent, written by your AI, or sent from your CRM. If it is not an approved template, it is a service message.

Are the messages customers send me charged?

No. Inbound has never been billed and is not being billed from October either. You pay for what you deliver, not for what you receive, so the size of your inbox is never the thing that drives the bill.

Is it really 1,000 free service messages?

Yes. From 1 October 2026, Meta includes 1,000 delivered service messages per business phone number per calendar month, shared across all recipient markets. The market rate applies from the 1,001st and unused messages do not roll over. This allowance covers Meta service-message fees only; utility templates and any platform subscription are separate.

Are there volume discounts?

Yes, but not on everything. Utility and authentication templates drop into cheaper tiers as your monthly volume grows. Marketing templates and service messages have no tiers at all, so their rate stays flat whether you send a hundred or a hundred thousand. Sending more never makes a service message cheaper, which is why the number of replies per conversation matters so much.
